A human rights defender is someone who acts on behalf of individuals or groups to defend any human right (or rights). Human rights defenders work to advance and protect civil and political rights, as well as to advance, protect, and realize economic, social, and cultural rights.

Who can be a Defender?

Who can be a defender?

A human rights defender might be anyone; there is no set qualification for this position. Those "persons, groups and associations ... contributing to ... the effective elimination of all breaches of human rights and fundamental freedoms of peoples and individuals" are referred to in the Declaration on Human Rights Defenders. 


According to this broad definition, human rights defenders can include any individual or group of individuals who struggle to advance human rights, from intergovernmental organizations situated in major global capitals to people active in their local communities. Defenders can come from any gender, age range, geographical location, and professional or other background. It is crucial to keep in mind that human rights advocates can sometimes be found outside of NGOs and international organizations, working for the government, the business sector, or even independent organizations.
